Note 1 In the perspective of healthcare and wellbeing, the term “vulnerable condition” is often used to label frail citizens or socio-economic and education conditions (e.g. housing, job, disability), or both, that motivate certain interventions in social care, generally addressing a target population (e.g. older persons, children, families, homeless, refugees).

Note 2 The potential harm is a risk condition.
